Annual permits are issued from the Environmental Health Division for swimming pools that are opened to and available for public use. A Pool Operator's Class is being implemented to further educate and equip each permitted facility to properly maintain its systems and provide a safe environment.
Environmental Health Division regulates operation of all aquatic facilities, including pools, spas and splash pads. This regulation ensures safe water quality, and protects public and environmental health. Any new construction, remodeling of existing equipment/structures, or changes to the circulation system could require you to submit plans to Building Inspection Division for review.
When a public or semi-public aquatic facility is constructed, plans and specifications must be submitted to the Building Inspections Division for review and approval by both a health inspector and building inspector. All permitted aquatic facilities must meet the requirements of the Texas Department of State Health Services "Standards for Public Swimming Pools and Spas", "Standards for Public Interactive Water Features", , ”(ISPSC) 2021 International Swimming Pool and Spa Code”, and all applicable City ordinances
and Building Codes.
If you have questions about whether changes to this equipment require approval, please contact the Building Inspection Division 903.237.1074 or Environmental Health office at 903.237.1285.
