City of Longview offices are still operating, but have moved to limited public access to help ensure the health of our citizens. Additionally, some facilities have closed to the public. The city offers many online services. If your business requires you to visit a facility in person, please check in advance if the facility is open to the public and practice good hygiene habits and maintain a respectful space from City staff or other residents. Currently there is no change to the sanitation/recycling schedule.

Access to Water Utilities will be limited to the drive through or by appointment only. Water Utilities can be reached by phone at 903-237-1030, and customers are encouraged to pay their water bills online. To report an After Hours Water and Sewer Emergency, please call 903-236-3030.
Human Resources have canceled all meetings until further notice with the exception of the enrollment of new hires. Only residents who have received conditional job offers for available positions should visit the Human Resources office in person. Those will follow a process designed to avoid minimal, if any, physical contact by utilizing pre-placed documents and an intercom system. The Municipal Court lobby is closed to the public, and the court is encouraging residents to take advantage of their online services.
Links are provided online to pay your ticket, request Defensive Driving, fill out a plea form, fill out a payment plan, to email the court and to start a live chat session with a clerk. You can request a copy of any documents and forms, request a deferral, submit information to the court and ask questions about your case by email, live chat or telephone. Non-emergency calls to 9-1-1 will be prioritized in order of need, and, when possible, alternative methods for resolution will be used that minimize the need for in-person officer contact.
The Longview Police Department is encouraging the community to use our online resources when seeking open records or accident reports, rather than coming to the police lobby. Also, citizens are encouraged to use the Police Department’s non-emergency phone line, 903-237-1199, to make reports where an immediate police response in not necessary. The Police Department is encouraging the community to submit completed forms and permits by email, mail or fax where possible.
The Longview Fire Department is currently not offering fire truck demos, station tours, Safety City field trips or ride alongs to the public or students. Processes concerning the response to non-emergency calls will be adjusted and may include fewer personnel and additional personal protective equipment.
Residents can call EMS Billing Services at 903-237-1232 to access services including Ambulance Service Subscription Program, Ambulance Bill Payment, Fire Inspection Payment, and Medical Records/Open Records Requests.
Residents can call the Fire Marshal’s Office at 903-237-1119 to schedule a Fire Inspection, request a fire report, report a yellow tag or red tag, submit fire code issues, request smoke alarm assistance, or file for a certificate of occupancy. All other questions can be directed to Fire Administration at 903-237-1210.
The Longview Public Library has suspended in-house services at both the main branch and Broughton Branch Library until further notice, including all public programs and events. Please remember that the Longview Public Library’s many free online resources and digital services are always available 24/7 with your Library Card online.
Library materials can be dropped off in the book drops located behind the building, curbside services will be available beginning on March 18, and children’s programs will be streamed via Facebook Live. Library staff will also be available via phone services 9 a.m. - 6 p.m., Monday - Friday, 903-237-1350.
Green Street Recreation Center was closed to the public as of March 17, and Broughton and Paula Martin Jones recreation centers will be closed beginning March 19. Parks and Recreation Department offices have limited access. Online services are available, although no reservations for facilities will be allowed prior to May 10.
All animal services will be provided by appointment only. All animal intakes will be done by our field services department. Animal Field Services will only be responding to animal-related emergency calls (injured, sick, or calls relating to public safety). As the global COVID-19 crisis continues to develop and reports of bottled water shortages make headlines, Public Works, the National Association of Water Companies, the American Water Works Association and the Association of Metropolitan Water Agencies issued the following joint statement:
According to the U.S. Environmental Protection Agency, America’s drinking water supplies remain a safe and affordable way to access the water needed for drinking, cooking and maintaining personal hygiene during the COVID-19 outbreak. Americans can and should continue to use and drink water from their tap as usual as COVID-19 is not present in drinking water supplies. Disinfection processes like those practiced by water systems including the City of Longview provide protection that includes filtration and disinfection of our surface water supplies and disinfection of our ground water sources. These treatments are effective in removing and/or inactivating viruses.
