City of Longview participates in and receives grant funds for the HOME Investment Partnership Program (HOME) and the Community Development Block Grant (CDBG). This program is part of the U.S. Department of Housing and Urban Development. These funds are used to provide financial assistance to existing homeowners. The services include, but are not limited to repairs or rehabilitation, of owner-occupied units. All houses must be within the city limits of Longview Texas. The target area for these programs is the South Longview Incentives Program (SLIP) area.
The objective of this solicitation is to secure the services of a Contractor to provide annual repair and rehabilitation services for the City of Longview Community Development Division recipients. These services are also referred to as Emergency Repair and Full Rehabilitation Program as defined in Section 5.02. Services may included, but are not limited to window replacement, gutter replacement, interior door replacement, hard wire smoke detectors, replacement of exterior doors, roof repair and reshingling, electrical rewiring and related items.

Proposals
