The purpose of this specification is to secure bids on Powdered Activated Carbon suitable for the City of Longview Water Purification Plant use in water treatment processes.
Special Instructions
Bidders choosing to bid on carbon must submit a sample or samples (if you have more than one product you wish considered) of their carbon product to Engineering Performance Solutions (ESP) Labs. All samples must be received at EPS Labs no later than 5:00 P.M. December 14, 2018. Any bidder who does not submit their carbon for analysis by the above mentioned date will be considered non- responsive and their bid will not be considered. Bidders will be responsible for all testing costs on samples submitted to EPS Labs. Multiple samples may be submitted for testing and evaluation. A bid response sheet must be provided for each sample submitted.

Proposals
received in the City Purchasing Office after the submission deadline
will be considered void and unacceptable. The City of Longview is not
responsible for lateness or non-delivery of mail, carrier, etc., and the
date/time stamp in the Purchasing Office will be the official time of
receipt.
